2nd Chance Pet Rescue - West2 nd Chance Dog Rescue, Inc. was founded in 1997. Its roots are in the Pittsburgh area of Pennsylvania . In the fall of 2000, a new branch opened on the west coast when founder and president, Jill Parnham, moved to California . We are located in the hills above Acton , as a registered non-profit organization and an approved shelter facility – recently granted an “A� grade for 2005 by L.A. county animal care and control.
