Fail-Safe 4 Felines, Inc., is a non-profit organization that has come together in an effort to humanely reduce and ultimately eliminate the procreation of the feral cat and kitten population in Downey. In so doing, we will be effective in significantly reducing the euthanasia statistics associated with this issue. We operate on a 100% volunteer basis. All proceeds are used in the care (medical and otherwise) of the feline population in Downey. All donations are tax deductible as we operate under the 501(c) (3) exemption law.

The Animal Control Division was established in 1935 when there was a Dog Warden, but in 1991 it was renamed Animal Control due to the arrival of the rabies virus which had been steadily moving up the East Coast. The Animal Control Division enforces all state laws concerning animals, investigates roaming dogs, nuisance complaints, dog licensing, sick or injured animals, cruelty complaints, and rabies related complaints
