Alexander County Animal ControlThe Alexander County Animal Control Department is responsible for enforcing all State and County laws, ordinances, and resolutions relating to the care, custody, and control of domesticated dogs and cats. The responsibilities also include the enforcement of the laws of the State with regard to animals and especially with regard to vaccination of animals against rabies and the confinement or controlling of dangerous animals and dogs and investigating violations and complaints. Animal Control also investigates animal bites and cruelty or abuse cases in regard to all animals, canvasses Alexander County for the purpose of ascertaining that all animals are vaccinated against rabies as required by local ordinance and State statute. On an early spring morning in 1998 Cobra Farm owner Gary Biszantz met Thoroughbred retirement advocate Priscilla Clark at the gate of an abandoned horse farm situated in the mountain valley of Tehachapi, California. He had a dream to create a sanctuary for retiring racehorses in the memory of his late father, Harry, who was also an ardent horseman. She had endured many years of caring for unwanted Thoroughbreds at her own small, overburdened farm. The vacant farm before them would need much work, but together they shared a vision of what could be. When the farm was purchased, enthusiastic help arrived from every corner of the racing world. New barns, fences and training facilities were built, and today the Harry A. Biszantz Memorial Center for Thoroughbred Retirement has grown to care for a constant population of 80 horses in rehabilitation, retraining, or comfortable retirement.
