Our all-volunteer group began as a food bank for homeless animals. For twelve years, we worked under the umbrella of a City shelter. This work contributed to the welfare of small animals in a number of significant ways: underwriting facility improvements, offering low and no-cost spay/neuter certificates and food supplies, and promoting humane education within the community. In July of 1995, our group was officially incorporated as C.A.R.E., Inc., a non-profit, all-volunteer organization with the department of the Sate.

Philadelphia Animal Care and Control Association (PACCA) is the City of Philadelphia's contracted animal control shelter. Taking in almost 30,000 animals each year, PACCA sees the greatest number of homeless, abandoned and orphaned animals in our area.
