Animal control for the City of Powell is just one of the many responsibilities of the Powell Police Department and is a priority for the Community Service Officer. Animal control isn't limited to dogs running at large but we also are concerned for the safety, welfare and education of both citizens and animals which may be sick, injured, dangerous, creating a nuisance, abandoned, found or lost. The City of Powell/Moyer Animal Shelter's daily operation is assisted by the organization "Caring for Powell Animals" and many volunteers.

We are a small facility in Southwest Missouri and have to adopt out our dogs and cats as quickly as possible. We have been graced with wonderful people and have fortunately only had to transfer a very few of the animals in our pound. Many people look to animal control and the shelter as a last resort when they have tried other options and been unsuccessful, we're working to change that image. Animal control and the shelter should be looked at as a resource; here you have people trained in handling animals and animal behaviors, people with the experience and references to help you and your animal with obedience training, to work past behavioral issues, or to help the neighbor quiet their noisy dog. The shelter is also here to help reunite lost animals with their families or to find new homes for those animals where their families can no longer provide the environment needed.

The answer is a combination of personnel and city supervision. The Rocky Mount Animal Shelter is a division of the Police Department but the Animal Control/Shelter personnel are civilian. Our policy is to hold dogs and cats for seven days when picked up stray or at large instead of the three days required by state law. We also do not have a set time or day of week for euthanization. We pride ourselves on the fact that we only put down when we have to. Unfortunately however it is still way to often. We receive full support from our supervisors as long as we remain fiscally responsible.

Animal control work presents enormous challenges to those of us who respond to the ever increasing demand for service and the high emotions that surround animal overpopulation and animal euthanasia issues. For the most part, animal problems arise because pet owners are inconsiderate of their neighbors. In fact, irresponsible pet ownership, is the primary reason our shelter takes in over 1,000 dogs and cats every month!

The City of San Jose created the Animal Care & Services division in 2001. This was in response to the Humane Society Silicon Valley's notification that they could no longer continue providing shelter and field service contracts for Santa Clara County cities. With the completion of the City of San Jose new Animal Care Center, the City of San Jose itself is now providing shelter and field services for San Jose residents and for residents of Cupertino, Los Gatos, Milpitas and Saratoga
